Officials with the Sports Authority of the Metropolitan Government of Nashville and Davidson County, Tennessee, have officially awarded a $167.5 construction management contract to a joint venture of Mortenson and Messer Construction for the city’s new $275 million Major League Soccer Stadium. The award comes after other bidders contested the board’s scoring.

What Happened

Last month, the joint venture of Minneapolis-based Mortenson Construction and Nashville-based Messer Construction Co. received the highest score among four finalists for the contract according to a rubric that was implemented as part of the city’s bidding process. Mortenson | Messer received the highest score despite being the second-highest bid, which was a point of contention for some of the other companies in the running.

Officials with the Sports Authority of the Metropolitan Government of Nashville and Davidson County, Tennessee, have officially awarded a $167.5 construction management contract to a joint venture of Mortenson and Messer Construction for the city’s new $275 million Major League Soccer Stadium.

The scores on the four bids came from a seven-member committee assigned to review the proposals. The committee included Sports Authority Director Monica Faknotson and representatives from the MLS franchise, reports The Tennessean.

Mortenson | Messer received an overall score of 96.75 out of 100, while Skanska | AECOM Hunt received a 96.65, Barton Malow Co. received a 96 and PCL Construction | DF Chase received a 84.41. The categories considered in the scoring were qualifications/experience, management and work plan, diversity plan and cost.

In terms of numbers, Barton Malow was the lowest bidder at $160.5 million, followed by Skanska | AECOM ($165.2 million), Mortenson | Messer ($167.5 million) and DF Chase ($169.5 million).

Although the administration recommended Mortenson | Messer, Barton Marlow protested with Skanska | AECOM threatening to do the same, which caused Sports Authority member Tip Ryman to recommend the board delay the contract, which is what the board did.

The board reconvened on Sept. 20 and officially voted to hire the firm at the previously agreed upon $167.5 million. The agreement is still contingent on negotiations between the firm and the city.

The Project

Nashville’s Metro Council recently voted to finalize the project at $275 million, and at the Sept. 20 meeting, there was also a plea from union representatives for the city to use “high-road” subcontractors on construction of the 500,000-square-foot stadium.

The final plans need to be submitted to the MLS by Feb. 25, 2019. Construction is slated to begin in June of next year. The stadium will be designed by HOK Architects. It’s scheduled to open in February 2021.
