The Louisiana Division of Administration is soliciting contractors for the repairs of 56 sets of shutters at the historic Jackson Barracks in New Orleans.

Bids are due for this project by Oct. 2.

History

Originally named the New Orleans Barracks, construction began in 1832 and finished in 1836. The barracks were captured by the Confederate Army in 1862 and then retaken by the Union that same year. In 1866, the barracks were renamed after former President Andrew Jackson.

The Louisiana Division of Administration is soliciting contractors for the repairs of 56 sets of shutters at the historic Jackson Barracks in New Orleans.

In 1869, the barracks became the home of two African American-only regiments commonly known as the “Buffalo Soldiers.” The barracks served as a muster station during World War I, and in World War II the federal government took control of the property. The barracks were returned to the state of Louisiana at the end of the war.

The barracks has had numerous renovations and additions during its storied 186-year existence. When Hurricane Katrina arrived in 2005, portions of the barracks were flooded under more than 20 feet of water, leaving the property in a state of near-total devastation. Following that, massive reconstruction of the barracks took place with the site being rededicated as the Louisiana National Guard Headquarters in 2010.

Scope of Work 

The awarded contractor is responsible for the removal, repair, sanding and coating of all exterior door and window shutters of Residence No. 5 at the Jackson Barracks.

When completing the work, the contractor must first remove and number all door and window shutters, so that each shutter is properly reinstalled to its original location. Once all shutters have been removed, the contractor is to then repair and/or replace any damaged or deteriorated wood on the frames. Any wooden shutters that need to be replaced must be made of Spanish cedar and are to be given one coat of primer prior to coating. Repairs to damaged or deteriorating hinges to match originals is also required.

Shutters and hardware in need of repairs are to be sanded so that all rust and chipped paint is properly removed. Hardware is then to be given one coat of a rust-inhibitive paint. Any other metal components of the shutters are to be coated by hand to prevent overspray from getting on historic brickwork and masonry of the residence.

After the shutters have been properly prepared, the contractor is instructed to apply a primer and two coats of a super gloss exterior acrylic in Regent Green or an approved equivalent in color.

Work is to be completed within 90 days.

The owner-approved brand is Sherwin-Williams, Rust-Oleum or an approved equal.
