The Louisiana Division of Administration is seeking contractors for the repair and coating of 13 porches at the Jackson Barracks in New Orleans.

The base, originally known as the New Orleans Barracks, was established in 1834. The name officially changed in 1866, in honor of Andrew Jackson, and the site was added to the National Register of Historic Places in 1976. After Hurricane Katrina in 2005, Congress funded a $325 million reconstruction covering 17,500 square feet of wood-framed buildings to original designs and were able to salvage some original materials. Today, the base serves as the headquarters for the Louisiana National Guard.

Bids are due for this project by May 10.

Scope of Work

The project will include cleaning and coating porch surfaces. The awarded contractor will be responsible for the replacement of any deteriorated and/or damaged wood decking of all 13 specified residences. Following replacements, the contractor is accountable for the resecuring, sanding and preparation of all salvageable decking on the front and rear porches and steps of these same locations.

During the hand- and power-tool cleaning process, the contractor will enclose each porch with plastic drop cloths as to not spread sanding dust into the residence front and backyards. Following surface preparation, the contractor will paint the wooden surfaces with two coats of a gray, industrial enamel. A non-skid grit will also need to be added to the coating.

The owner-approved brand is Sherwin-Williams, though equals may be considered for approval.

This project is expected to be completed within 90 days.
