Two construction workers perished and others were trapped Sunday (July 24) when a building under construction collapsed in Hyderabad, India.

Ten others were injured in the structural cave-in, which occurred around noon near the popular Film Nagar Cultural Center, reports relate.

The workers were said to have been laying a concrete slab when it “suddenly broke down and fell on the workers,” Deputy Commissioner of Police Venkateswara Rao told the Indian Express.

By Monday, reports had identified the victims who were buried alive as Anshoor and Anand Shaik, both 35. It was unclear whether all workers who had been on site had been accounted for, however. Some reports suggested that three other workers might still be missing.

A witness told the Times of India he heard a loud noise, “and to my horror I found that the entire portico, which was built a day ago, collapsed.”

Images from the scene show rescuers combing through twisted rebar and concrete debris.

Permit Questions

The Hindu reports that the structure was being constructed without proper permissions and noted that “strict action would be taken against those responsible for the incident,” citing officials.

Another Times of India report also said permissions were lacking for the construction project, as the ownership of the land was under dispute in court.

It is unclear from reports whether the collapsed building is affliated with the Film Nagar Cultural Center which houses banquet halls, conference rooms, a restaurant, pub and other recreational facilities.

Center officials did not immediately respond Monday to a request for comment.
