CO Kicks Off Paint Recycling Program

DENVER--Paint consumers and contractors in Colorado now have an easier way to recycle unused paint.

The state’s PaintCare program officially went online July 1. Since starting the service just over a week ago, the American Coatings Association supported program has set up 107 drop-off sites throughout the state, according to its website.

PaintCare, the organization in charge of administering the program, says it expects to have about 150 drop-off sites in Colorado by the end of the summer. Those looking to find a site can use the program’s online site locator to search by zip code.

The PaintCare Model

The ACA established the PaintCare program to help the paint manufacturers it represents become good stewards in states that pass corresponding legislation. It started in 2010 with a pilot program in Oregon, which has since adopted that pilot plan as permanent legislation.

Colorado lawmakers voted to adopt the PaintCare model in 2014.

The Colorado plan allows residents and businesses to recycle architectural coatings, such as metal coatings; stains; interior and exterior architectural paints (latex, acrylic, water-based, alkyd, oil-based, enamel); deck coatings; floor paints (including elastomeric); and others.

ACA

The PaintCare Colorado program started accepting architectural paints and similar products on July 1. By the end of the summer, it expects to have 150 drop-off sites throughout the state.

Products that are not covered include art and craft paints; paint thinners, mineral spirits, solvents; aerosol paints; industrial maintenance coatings; original equipment manufacturer products; or specialty coatings.

In addition to the drop-off sites, the program also offers large volume pickup service to contractors who qualify. Organizers will also host one-day paint collection events in certain areas that do not have a drop-off site nearby.

Although the program does not charge for collection services at the drop-off sites, consumers still pay for the services when they buy most paints in quantities larger than a half-pint and up to five gallons. The fees range from $0.35 to $1.60 per container, according to the program’s website.

PaintCare in Other States, UK

Similar programs, based on legislation, have been enacted in Oregon, California, Connecticut, Minnesota, Rhode Island and Vermont.

Maine also anticipates starting its PaintCare program on Aug. 1, while the District of Columbia hopes to have a plan in place by January 2016.

A twin program, PaintCare UK, was announced by the British Coatings Federation in May.
