Henry Green, president of the National Institute of Building Sciences, described the daunting challenges facing the federal government in creating high-performance buildings in his testimony before a subcommittee of the House Committee on Oversight and Government Reform on July 21.
In his presentation to the Subcommittee on Government Management, Organization, and Procurement, Green described and defined high-performance buildings, explained how various federal agencies are engaged in creating high-performance buildings, and showed how high-performance building attributes, such as historic preservation and energy conservation, can be in conflict with one another.
Problems with procurement, agency coordination, and the design-build process are also detailed, as are advances within federal agencies and preliminary efforts to coordinate efforts.
