FL Contractor Gets $1.5M in OSHA Fines

A Florida roofing contractor has been fined over $1.5 million by the U.S. Department of Labor's Occupational Safety and Health Administration after multiple investigations yielded several citations and violations.

Great White Construction Inc., of Jacksonville, specializes in residential and commercial roofing with a team of about 150 employees.

Over the past five years, OSHA says it has investigated the company 12 times and issued 22 citations related to improper fall protection, ladder safety and eye protection.

A Florida roofing contractor has been fined over $1.5 million by the U.S. Department of Labor's Occupational Safety and Health Administration after multiple investigations yielded several citations and violations.

The current penalty of $1,523,710 stems from 14 violations and 11 citations that started with a Feb. 3 inspection, when an OSHA worker observed Great White employees removing shingles and plywood sheeting from the roof of a multi-story residence without proper fall protection.

According to the report, employees were wearing harnesses but were not tied off to rope grabs or roof anchors. After the inspector saw the same situation on other Great White work sites, a second inspection was initiated (which is protocol for OSHA’s regional enforcement of fall protection).

Great White’s prior history, combined with OSHA’s citation policy, is what granted the high fine, which included a $126,749 willful citation fine for each worker seen on the roof without proper fall protection.

The company was also cited for three repeat violations for failing to ensure employees used proper eye protection while operation nail guns and for improper ladder usage.

“In the past five years, Great White Construction’s series of willful, serious and repeat violations has demonstrated indifference towards the safety of their employees,” said OSHA Regional Administrator Kurt Petermeyer.

“The company allowed their employees to work without fall protection and made no reasonable effort to eliminate the hazard.”

Great White is not in OSHA’s “Severe Violator Enforcement Program,” and has approximately 15 business days to contest the findings.

A call to Great White requesting comment was not immediately returned on Thursday (Aug. 10).
