EPA Proposes Changes to Lead Rule

Lead-safe training requirements of the Environmental Protection Agency’s Lead Renovation, Repair and Painting Rule could be eased under proposed revisions.

Specifically, renovators of lead-based paint laden homes, child-care facilities, and schools would not be required to go through an additional hands-on training course in order to be recertified.


Under the proposed revision, renovators would still be required to take an online refresher course to renew their certifications after five years; however, they would not have to go through a hands-on training component.

The agency initiated a public comment period Wednesday (Jan. 14) to collect feedback about the proposed revisions, via the Federal Register.

The comment period ends Feb. 13.

Changes to Training

Under the proposed changes, renovators would still be required to take an online refresher course to renew their certifications after five years; however, they would not have to go through a hands-on training component.

EPA reasons that the removal of this requirement makes sense because renovators taking the refresher course will have already received hands-on training as part of their initial renovator certification.

Certified renovators must determine whether compenents of the building that will be disturbed during renovation are free from lead-based paint.

Hands-on training includes testing for lead in paint; methods for minimizing the creation of dust and lead-based paint hazards; interior and exterior containment and cleanup methods; and cleaning verification.

The RRP Rule, which went into effect in April 2010, mandates lead-safe certification and work practices for contractors performing renovation, repair and painting projects that disturb more than six feet of lead-based paint in most pre-1978 homes, child-care facilities and schools.

Cost Savings

EPA says it is looking to improve the “day-to-day” function of lead-based paint training programs and reduce burdens to the industry.

The annual cost savings of this proposed rule is estimated at $9.8 million, the EPA noted in the Federal Register.

I just paid for a recertifaction class for the end of January. I guess I just wasted my money for myself and a supervisor.

Arthur, if they are just getting comments now, you've invested wisely...it'll probably take them a couple years to get it through the system and made reality.
