Feds Offer FBI Building in Trade

Developers with dreams of owning prime Pennsylvania Avenue real estate in Washington D.C., listen up.

The General Services Administration has issued a new Request for Proposals, looking for a developer to direct a new headquarters facility project for the Federal Bureau of Investigation.

In exchange, the United States’ largest landlord says it will swap the deed to the J. Edgar Hoover Building—the FBI’s current headquarters.

GSA is offering developers the 39-year-old J. Edgar Hoover building on Pennsylvania Avenue in exchange for construction services.

Responses to the RFP are due Feb. 10, 2015.

Not Meeting Needs

“The J. Edgar Hoover building does not meet the FBI’s needs in the 21st century,” said Bill Dowd, project executive for GSA’s Public Building Service.

“GSA is planning to exchange this building for the construction of a new headquarters that would give the FBI a facility worthy of its mission; allow for valuable redevelopment in the Penn Quarter community of downtown Washington; drive cost savings; and deliver on GSA’s mission to shrink the Federal footprint.”

The Brutalist building is not big enough to house all of the FBI's employees, forcing them to work in 20 separate offices around the region. The Baltimore Sun also reported that the Hoover building needed some $80.5 million in repairs and upgrades, citing a 2009 study.

Maryland or Virginia?

The GSA and FBI said they have identified a short list of potential sites for the new consolidated headquarters:

  • Greenbelt: A portion of the site known as the Greenbelt Metro Station located near the intersection of Interstates 95/495 and Exit 24 (Greenbelt Station) in Prince George's County, MD;
  • Landover: The site known as the former Landover Mall located near the intersection of Interstates 95/495 and MD 202 in Prince George's County, MD; or
  • Springfield: The site known as the GSA Franconia Warehouse Complex located near the intersection of Interstate 95 and Franconia Road in Fairfax County, VA.

The agencies are in the process of reviewing the sites under the National Environmental Policy Act and have held well-attended public scoping meetings throughout the fall.


The 2.4 million-square-foot Hoover building sits on 6.7 acres of land and could be redeveloped for office, retail, and residential uses.

This site planning “process continues to move forward, and we plan to issue the draft Environmental Impact Statement in the Spring of 2015,” according to the GSA.

J. Edgar Hoover Building

Originally occupied in 1974, the J. Edgar Hoover building is positioned in a prime location on Pennsylvania Avenue, one block east of the historic Old Post Office, which GSA has successfully negotiated to redevelop as a luxury hotel. 

The 2.4 million-square-foot Hoover building sits on 6.7 acres of land and could be redeveloped for office, retail, and residential uses.

The FBI Headquarters RFP is part of GSA’s ongoing effort to get underperforming federal facilities off of the government's books, while creating the greatest possible value for taxpayers.

In April, the agency offered to up two give buildings in need of redevelopment in exchange for construction services on several new buildings.
